Cambodia’s gambling regulatory authority, the Commercial Gambling Management Commission of Cambodia (CGMC), is advancing plans to introduce a formal suitability screening process for casino licence renewals.
The CGMC reviewed a draft of the new evaluation framework during a meeting chaired by Secretary General Yeth Vinel on 4 September.
The proposed “integrity and quality” framework aims to establish minimum conditions that operators must meet to maintain or obtain a licence, signalling a strengthening of oversight in the sector. The details of the scoring criteria and an official implementation date remain unpublished.

“The regulatory failures are unhelpful but perhaps the sheer number and regularity of them has made them less remarkable, such that they become ‘wallpaper’,” Waugh says.
He argues that some lawyers and licensees believe the Commission’s presentation of cases is detached from the operational reality but feel they have little option other than to accept the “regulator’s truth” when settling.
“The Commission’s approach to reporting may well create the inaccurate impression that the industry is inherently non-compliant,” he adds. A more balanced account might place failures alongside the majority of licensees that pass assessments or lead on customer wellbeing, although Waugh considers such a shift unlikely.

Betting skewed male, with 16% of men gambling on betting compared to 4% of women. Age-wise, overall gambling participation peaked among 45- to 64-year-olds (56%-59%), when excluding lotteries the highest participation was among 35- to 44-year-olds (35%).
Respondents cited motivations predominantly as seeking large winnings and entertainment, while 42% reported positive feelings about their most recent gambling expenditure.
