The CFTC’s move gives the agency a chance to pursue parts of a crypto market framework under its existing authority, rather than waiting for Congress to resolve the broader legislative debate. 

CFTC Chairman Michael Selig signaled that possibility back in August. The agency was considering how its existing powers could be used to create a dedicated market structure for digital assets that are standard, he said. 

A new type of Designated Contract Market (DCM) dedicated to crypto trading is among the elements being looked at. Selig’s approach would enable existing and perhaps new crypto exchanges to gain CFTC recognition and offer leveraged or margined digital asset products under rules tailored for the sector.

The Mid-Atlantic struggles weren’t limited to New Jersey, as Pennsylvania revealed today (Sept. 17) that brick-and-mortar gross gaming revenue (GGR) from slot machines and table games totaled $280.3 million.

Pennsylvania casino revenue for August was almost 6% lower than a year ago, when the state’s casinos won $297.7 million from their physical slots and table games. Pennsylvania’s August 2026 struggles came despite the state having one more casino last month than it did in August 2025, as Happy Valley Casino only opened in April 2026.

In Maryland, the state’s six casinos combined to win $160 million in August, representing a 6% drop from the prior year. In Virginia, casino revenue from its five casinos was $97.6 million, almost 5% lower than August 2025.

“We feel that people are always interested in gambling and that we are the party who should offer that in a safe way. [Holland Casino] has been careful to maintain that, but of course our costs rose very quickly, so we restructured at our head office. Speaking of which, in Holland the casinos must have two databases, one for online players, one for land-based, and keep them very separate – except for when it comes to responsible gambling (RG). A casino can’t use its online offering to promote the land-based side to players, and vice-versa – but the data can all be used together to make sure customers are safe from harm whenever they play with the same operator, online or otherwise.
